Pine Square developers can go for $1M grant


Pine Square developer gets $1 million grant




The Williamsport City Council approved the city as a pass-through entity for a developer seeking a $1 million State Reconstruction Assistance Capital Program grant from the Budget Office for the Pine Square Improvement Project.

Tony Ecker and his wife Katie have been approved by the City of Williamsport for a resolution authorizing federal grant applications.

The vote was 5-0 with Councilwoman Bonnie Katz and Councilman John Mackey absent.

Eck told the council that his goal was to finish what he and his partners started in 2012.

The couple is working with Penn Strategies Inc. and if successful could be heard in the October time frame. Penn Strategies is an economic development consulting firm working on numerous projects in the city and region.

The plaza or courtyard at 343 Pine Street has several unfinished areas that the grant will help complete including an accessible and secure courtyard and entrance to Laurel Street and a stage.

Councilwoman Liz Miele pointed to this as a first step and council president Adam Yoder thanked the couple for their investment.

"We're grateful for people like you," Yoder said.

American Rescue Plan fund transfer

City of Joseph Pawlak Interim Finance Director committed and requested an amendment to an ordinance to withdraw $105,000 from various U.S rescue program fund accounts and transfer it to the Compliance Department to pay for a contract approved for UHY Advisors which is assisting the City meets compliance and Regulations for allocating and spending ARPA funds.

Approved to withdraw $15,000 from economic development; $25,000 from public works and $65,000 from recreation for compliance projects.

More closures as River Valley Transit becomes authority

On July 1 the City Council passed three resolutions to complete the separation of the city and River Valley Transit:

•Approval of the resolution to accept the transfer agreement between the RVTA and the City.

• Authorize the transfer of River Valley Transit vehicles to the RVTA.

• Approved to transfer funds from River Valley Transit to RVTA.

The Board of Governors approved the appropriate credentials for 427 W. Third St. The owners plan to add burgundy metal siding; however it does not appear to be the primary exterior 


metal building material.

An ordinance in the Central Business District that regulates building design states that metal should not be used as the primary exterior material of building materials but metal may be used as decoration or decoration for buildings.
